Can I install this PS3 Debug OFW?

I got a Debug file for OFW 4.81, will I be able to install it on my PS3 CECHL01 Console?

That would probably be for a PS3 Debug/Test console known as the DECH, see HERE for more information on them.

Your CECH is a retail PS3 console so it wouldn't install on that model.
