Since their MiralaTijera PS3 CFW, Spanish PlayStation developers MiraLaTijera and Draqen made available MLTActivator 1.0 followed by MLTactivatorFIX2.vpk to activate PS Vita consoles offline since act.dat licensing issues were reported after PSN activation on 3.60 was patched by Sony. 
This comes after PlayStation Vita developer BenMitnicK compiled Adrenaline CFW with uma0 support for those who missed it.
