PS3 error 8002F2E4 for Kiosk Mode

Hi, when i try to switch my PS3 to Kiosk mode (SEX), it give me the 8002F2E4 error:

i tried 3 usb keys, formatted in FAT32, redownloaded, it won't work, i'm on a FAT ps3

According to a quick search error code 0x8002F2E4 means: The data is corrupted. (e.g. bad promo_flags.txt flag set)

Does it ever get into Kiosk mode, or does that error come up before the install finishes installing?
