PS3 Rebug 4.81.2, having trouble with ReactPSN 3.20+

According to the website the latest Rebug should be compatible with ReactPSN 3.20+, but I'm having an issue with it not installing a rap file for a PSN game.

I made a user called aa, logged into it and clicked ReactPSN, it restarts the PS3, but the rap was not installed. Rap is in exdata folder on the root of a USB stick inserted in the right USB slot of the PS3.

Am I doing something wrong? I don't want to have a PSN account so ReactPSN is my only option for this isn't it?
