Based on the OP date of March 14 2017, the 'local host only' description and kazookid0's feedback that it's essentially the Popcorn Time Web version it works similar to the following methods:

• BiteYourPlayer v1.0 Beta PS4 Media Player HTML Mod
• How to Stream Videos from Local Network to PS4 Guide

Basically it's not a converted FPKG that requires a jailbroken PS4 console to run... if anyone runs across this topic seeking the latter, there is the PS4 Media Player VR Patched with the latest PS4 Media Player Update 4.01 Fully Backported version also available.
