Seems like my initial issue was a corruption with the pkg, after rebuilding it no longer had issues. Both the character DLC and Season pass unlocks stuff, UART still shows some stuff is not owned but i cant find any more DLCs or content ids unless its online stuff, feel free to look if you want!
