As far as I'm aware it's just like with PS3, where you'd create a different user account with an address for each region you want to download games from.

Here is a YouTube video on making an Asia / Hong Kong PSN Account:

Most people use a made-up address for each account, and if you need to pay for things you can get PSN store credit from online retailers.

According to a quick search, there are four different versions of the PlayStation Store:

Asia, Europe (including Oceania and the Middle East), Japan, and North America (including Latin America).

I'd give it a try and see, if not you know what to do.
