PS5 6.50 account activation for PS4 games?

my ps5 is new fw 6.50, there is a way for off-line activation or activator for the account ??

my retail games from my ps4 are locked and can't be played on ps5

Unfortunately, there is no way to activate your account, or download your license files without online sign in. Your retail PS4 games wouldn't work without license.
