The save use the GP4 passcode.
The official Game use a secret passcode.
When you dump and fpkg it, by default you use passcode="00000000000000000000000000000000".
In other word, to be able to use the save you need it to have the same passcode.

@Picalo It actually it only care about the passcode and the CUSA.
I remember Horizon Zero Down when it first was released from the Russian, somebody said that the default passcode was changed.
So if you use even another FPKG with same CUSA it will not work.
In case of game with multiple CUSA for one region, i really don't know how it work... Do they use and share the save save ?

i changed my storage from 500gb to 2tb and i saved my account on the usb stick but how can i restore him on 5.05 without acessing psn and updating ???? i got the old storage here

@Picalo If the passcode is all 0 and you use the same CUSA then it should work. (most ppl use the default passcode and that's a good thing)
