I was able to get this working by extracting and merging updates, dlc, and dlc fix, then mounting disc and installing game data. I then transfered the entire BLUS30990 folder back from PS3 and use that along with the NPUB30990 folder and DTU to 4.81 OFW

to be clear, i transferred the dev_hdd0/game/BLUS30990 folder back from PS3 after the Game Data had been installed. I then used my already converted NPUB30990 folder from PC and transferred to dev_hdd0/game/NPUB30990 on PS3, and then DTU after doing initial test load and wipe save data

At the moment PS3 OFW 4.81 requires a second console on CFW 4.81, unfortunately there is no way around this restriction yet.
