According to the developer it's theoretically a multiplatform application: supporting Windows, Linux and MacOS... although someone with a Mac would need to build and test it using the source code to confirm (Update: confirmed working by rakanbakir) this theory.

No, this app is primarily for downloading the latest PS4 OFW and Recovery PUPs from Sony's servers... similar to copy/pasting the links from their XML updaters:

Is there any way for me to rollback my PS4's update? I'm new to this and was wondering if I could rollback to 9.00 so I can jailbreak my console.

Short answer: No, better to sell / trade it for a 9.00 PS4 or below.

Long answer: As @jwooh sums it up HERE, "There is no way to downgrade a ps4 right now. You can only revert to a lower firmware if you made backups ups of certain things on your ps4 before you updated. But that way also requires soldering and removing chips on the ps4 motherboard."
