is there a way to inject games on OFW that's above 4.70 without using a CFW console?

I want to play fifa 17 on ofw 4.70 or on ofw 4.81 but without a cfw console , can I ?
Learn how to read correctly:
These are old games that had an old primitive method of protection, which required the firmware version to 2.70 (not including)! These games did not have the LICDIR folder and the file LIC.DAT/LIC.EDAT.
On OFW 4.70, you can copy ANY game through the BACKUP, but without a second cfw console. Because, only since 4.75 - Sony has made changes to the firmware and forbade the copying of EDAT files from BACKUPs.

I don't think I should but you should. I got what PSXHAX wanted to say but just asked about fifa 17 specifically just to make sure because that's the only game I want to play from those which run on firmware above 4.70 so I asked if I can. That's it
If I had not written these basic principles, you would continue to not know this, and every time you would ask about every other game.
Do you think that I did not need to write this all to you? I mean, did I write something stupid?
