I am pretty curious if somebody could create Al-Azif's python method which does not require to be connected to internet directly (to avoid downloading updates) only to create a connection between PS4 and other device, to make it work on Android. I bet there are python programs for Android which could work this way. I am too noobish to do something like that by myself :D

OK, even though I will look like as dumb, but can you please provide me information how to connect to my android phone via Wifi from PS4 without being connected to Internet? I will be thankful

You can Block PS4 from accessing network Via router. You can also add wrong dns on tour PS4 like 1.0.0.0 (Just something that doesn't resole ip address names)

you don't even need a router as you can use mobile wifi hot spot and connect your PS4 to it.
I tested it multiple time with no problems at all.
